10 Billion States was conceived while designing a social network for fictional characters who authors wanted to publicize.  As such bots were designed which served those characters every whim in an attempt to make them as successful as possible in networking.

10BS was a an intuitive leap realizing that such bots when fully trained could perform wonderfully if applied to people's political needs.  But that social network was never built.  This means we have to build the software another way.

I now plan to build 10BS in stages:  Designing real world applications such as survey software, buy/boycott software, recruitment databases, and banking apparatus.  It's my hope that as we solve these important problems we can build a community and a reputation so that when we deliver a prototype of political software we will already have a familiar style and lots of friends.

So what is needed?

In short the aim of the project is to ensure that nobody is ever swindled again.  In today's world, democracy and the free market seems to mean that people can be led to vote for people and policies which will do them harm, buy property which will not suit or profit them, buy goods and services which are not the best available, attend schools and universities which will not satisfy their purposes, take employment which is not fair or aligned with their ethical beliefs or political preferences, and consume media which is attempting to mislead and manipulate them.

Of course, people have the right to pursue these ends, but there is no reason why any of us should fall for these gambits.  Particularly when avoiding these hazards is merely a matter of collecting our individual opinions and calculating whether a particular action furthers our aims or hinders them.

From this point we can take the most important step which is to begin to legislate our own law.  What should be the penalty for lying to us in an election pledge?  Losing your seat - naturally!  Who adjudicates?  Obviously we do.

The basis of 10 Billion States (Universal self autonomy) is the principle that we author our own law.  If I hire a person to do a job, I can fire that person if they fail at it.  I can decide on the definition of failure and if that definition is unacceptable, nobody will apply.  If we need politicians (and we might) this relationship should be perfectly clear.  In a Universal Self Autonomy system, if you apply to represent people and they contract with you to do it, and you break the terms, you no longer represent them.

If several of us agree with each other on certain rules, we are then in an agreement which is for all intents and purposes, a country.  But if not enough of our expectations are met because of that agreement, we no longer have that agreement or anything like a country!

In software terms this is called a smart contract.  Our task is to write the template for every possible contract, and the software to allow people to collect all of their notions, opinions, feelings, attitudes and concerns together and turn them all into a perfect approximation of their personal constitution.  Then take all of that data and work out every way we can possibly broker treaties between us all.  The result should be an extremely complex set of relationships between everyone alive which tells us who can play with who and what the limitations on that play might be!
